Prepare and review the application
Objective: Convert a current notice into a controlled draft and stop before unauthorized submission.
An application plan starts with the current official instructions, not the fields in an old template. Build a compliance matrix linking every required question, attachment, limitation, deadline/timezone, signature, and submission method to an owner and source. Budget, narrative, use of funds, and attachments must agree. Registration and authorized representative steps can take time; record them as dependencies rather than claiming completion. A review gate is a decision with evidence and an accountable approver, not a green box automatically earned by answering a quiz.
